Remove Flagged Anchor Items

Lists every item in a control file's IAFILE/SAFILE anchor set. Checked items are recorded to removedAnchorsRun<X>.txt next to the control file, removed from the anchor files (or inline blocks), and Winsteps is rerun for that control file through the job queue.
