Winsteps Equating

The desktop equating pipeline, step by step. Winsteps runs go through the job queue (watch them on the Jobs page); the other steps run immediately. Order per program:

TELPAS / Alt2: Stage 1 control files → Run Winsteps 1 → IFILE flags → Stability check → Stage 2 control files → Run Winsteps 2 → conversion tables (Scale Scores)
GenPop / Science / EOC: same, without the stability check
